Carlos has been working in marine resource management and assessment for the past 20 years, carrying out a wide range of projects; from supporting fishing organizations to develop management plans, conducting stock assessments, biological sampling, fishing surveys, fish taxonomy, among others. He has extensive working experience in the Caribbean Sea, South America, West Africa, and Europe. Carlos is an oceanographer by training, a specialist in fisheries, Ph.D. in Marine Resource Management from the University of Algarve, Portugal. Much of his work has been promoting ecosystem-based management approaches to develop sustainable and well-managed fishing practices for subsistence and commercial purposes. He has recently collaborated with different projects by undertaking several assessments and FIP action plans for fishery certification schemes.

Currently, he is promoting innovative approaches to improve the value chain of fishery and aquaculture products within the EU program Clean Energy for EU Islands
